The error you are showing here is related not to the external script cgenff_charmm2gmx_py3_nx2. It looks like it is not compatible with Python 3.12, see the note in the repository: GitHub - Lemkul-Lab/cgenff_charmm2gmx: Python scripts to convert CGenFF stream files to GROMACS format. This is not related to GROMACS or its installation.
