Here post your question Command line:
gmx genion -s ions.tpr -o solv_ions.gro -p topol.top -pname NA -nname CL -neutral

Reading file ions.tpr, VERSION 2020.1-Ubuntu-2020.1-1 (single precision)
Reading file ions.tpr, VERSION 2020.1-Ubuntu-2020.1-1 (single precision)
No ions to add, will just copy input configuration.
Please help me to resolve the problem

If genion does not add ions, that means the system was already neutral.
