Upload of files by a new user

Hi, I am a new user, and have started a topic few days ago. Answering some questions by another user, I tried to upload two figures, but was told that as a “new user” I could not upload a file. I have two questions.
(i) Why?
(ii) When will I become a normal user, allowed to upload files?
